During November 21 through November 23 2004, Danny Halligan and his assistants instructed part of Halligan’s Combat Training Systems, HCTS at the Illinois Tactical Officer’s Association (ITOA) annual conference in a near suburb of Chicago, Illinois. Danny was invited to teach three 90 minute training sessions on Physical Skills/Tactical Combatives for Law Enforcement to the attending conference members. The sessions focused on weapon retention, search techniques and some ground fighting applications. While the one and a half hour sessions limited the amount of input that could be given the participants, everyone seemed to enjoy the class and learn at least a few skills they could add to their tactical training.
At the sessions Danny trained local law enforcement officers, state police, SWAT officers, DEA agents and Federal Air Marshalls.
Danny would like to personally thank the ITOA Board of Directors for inviting him to teach and for the hospitality they showed him and his assistant instructors. We got to meet a lot of very nice and interesting people, and see some very informative speakers. Overall it was an honor to be able to attend the conference and train with an outstanding group of law enforcement professionals.

Techniques and tactics shown in this course allowed me to replace older skills I learned at the academy. Criminals use new tactics and refreshing our skills allows us to keep an edge.
Close quarter tactics that are very useful. I think every officer should attend this training yearly to remain sharp.
Excellent, quick refresher to help reaffirm what we already use and learn new techniques.
A simple, offensive minded approach that was easy to learn, effective and quick. Does not allow officer to end up on the losing end of the action/reaction gap.
Outstanding blend of techniques from martial arts and real life work Great!
Instructors were very helpful, easy to listen to and learn from.
The joint locks were amazing! They gave us more tools to use in the field.
The skills taught were the most simple yet effective I have seen.
Great instructors. They answered each and every question. Nice flow to techniques. The ground takedown is incredible!
I have been a DT instructor for ten years, and the techniques I learned in an hour and a half will be beneficial.
Exercises were practical and simple in nature and application, but effective!
These techniques are simple and compliment most police officer’s existing techniques.
I enjoyed the economy of motion in all of the moves. Very easy!
Should be mandatory! Best physical skills seminar I have ever attended! It was simple, easy to learn and he showed us what our strengths were through positioning, not techniques. I go to every “hands on” that is available, this is by far the best I have seen. What was taught and the mind set let me know I have been slacking. Great class!
I am hoping my PD will invite Danny to put on a class. I would love to have eight hours of this!
This class gives officers the opportunity to realize that we are under-trained and need this type of training. Danny and his team could to more to save the lives and physical well being of all police officers if this class was required. It is as important as firearm training!
I have been in martial arts for many years. I like the way you have adapted the skills to fit police work.
Instructors are knowledgeable and enthusiastic about teaching the skills.
Great session. Enthusiastic instructors made it enjoyable and educational. Thank you….
Truly outstanding, very practical!
You provide the officer with offensive tactics that typically are taught to officers in the academy as defensive tactics. The defensive tactics put the officer at a disadvantage. Your approach can provide a safe, quick and non-lethal solution to a lot of street situations without escalating the use of force.
