Carmona, (center), ITOA President Jeff Chudwin (left) and board member Matt McNamara (second from left) Danny Halligan and his assistant instructors with Paul Howe of Combat Shooting and Tactics During November 23 through November 26 2002, Danny Halligan and his assistants instructed part of Halligan’s Combat Training Systems, HCTS at the Illinois Tactical Officer’s Association (ITOA) annual conference in a near suburb of Chicago, Illinois. Danny was one of only seven instructors invited to the Conference by the ITOA from across the United States. Danny was invited to teach three 90 minute training sessions on Physical Skills/Tactical Combatives for Law Enforcement to the attending conference members. The sessions focused on weapon retention, search techniques and some ground fighting applications. While the one and a half hour sessions limited the amount of input that could be given the participants, everyone seemed to enjoy the class and learn at least a few skills they could add to their tactical training. Assisting Danny were some of his advanced students including Angie Halligan, Jim Scharosch, and Doug Beier. This was the ITOA’s 15th annual conference, which attracted over 700 law enforcement officers and executives from across the nation, making it one of the largest in the United States. The ITOA has over 1600 members world wide. The keynote speaker for the Monday night banquet was Dr. Richard A. Carmona, United States Surgeon General. Dr. Carmona is a former decorated Army Special Forces member who served in Vietnam, a police officer, SWAT medic, surgeon, and Professor of Surgery. Other conference instructors included former U.S. Naval Special Warfare members, international leaders in the application of less lethal munitions, FBI National Academy instructors, and the former U.S. Army Delta Force Special Operator portrayed in the movie “Blackhawk Down”, Paul Howe. Recently, Danny talked with members of the Illinois Training and Standards Board. They are interested in certifying Danny’s course of instruction for law enforcement officers in the state of Illinois. Illinois state officials also attended one of Danny’s breakout sessions at the ITOA conference in order to evaluate it and further prepare for the state certification. Danny would like to personally thank the ITOA Board of Directors for inviting him to teach and for the hospitality they showed him and his assistant instructors. We got to meet a lot of very nice and interesting people, and see some very informative speakers. Overall it was an honor to be able to attend the conference and train with an outstanding group of law enforcement professionals. Photos from the training sessions |
