Bernie WolterMy name is Bernie Wolter. I have recently retired from the Des Plaines Illinois Police Department after 27 years of service. Some of my duties as Captain included Patrol Division Commander, Support Services Division Commander and Tactical Response Team Commander. I have always felt that most police officers, including myself, are inadequately trained in physical skills and personal defense. Most officers only receive minimal use of force training with the emphasis placed on baton and weapon qualification. As most of you know, police officers are confronted with countless situations where use of the baton or the handgun is inappropriate in the use of force continuum. In order to fill this void, I have searched continuously for a physical skills and personal defense system specifically designed to meet the needs of the police officer. In March of 1999 I contracted Danny Halligan to instruct the Des Plaines Police Department Tactical Response Team in physical skills. In my 27 years on the Police Department I have attended various self defense courses but I was immediately impressed by the physical skills instruction taught by Danny Halligan. His instruction differed from all the others in that his system was based on Principles over Form. In other words, most physical skill systems concentrate on techniques. If the officer is confronted with a certain action then a specific technique is taught as a response. On the other hand Danny Halligan's principle based system, teaches flexible responses where situations dictate tactics. His system provides the officer with numerous options when confronted with a situation since there is never just one way of doing anything. Due to the fact that the system taught by Danny Halligan is principle based, it is effective both for men and women irregardless of strength and age. For the aforementioned reason, I highly recommend Danny Halligan's Physical Skills System being perfectly suited for Police Officers over all other instruction I have received to date.
